Adding a downtime duration preset: fixed time "next Wednesday at 18:00"

Recurring scheduled downtime is a paid version feature.

In the past I made a workaround for my 2.1.0p5.cre using rest-api, bash and cron.
In this workaround you can use next Wednesday 18:00.

Following workaround for raw users might be a no no to share, since recurring scheduled downtimes is an enterprise feature. If indeed not appreciated, just remove the topic.
