Best Practice Cloning/Migration Site

Wondering if there is any best practice for Cloning / migration of a site?

We would like to migrate a production site 1.5p24 to 1.6p9, but first testing it. I see two options here

a) clone production site and update this to 1.6
b) create 1.6 and migrate all 1.5 data

Do I miss another option?

Any recommendations, experiences, welcome.
