Can you force a "discovery" service (like a process/NTP Time)?

We have a certain set of systems we’d like to force specific discovered service monitors to be active on. For example we’d like for make sure we always monitor process for puppet and NTP Time whether we ‘discover’ them or not.

How can you do something like that. Right now I’m only familiar with the “discovery” of those if they exist.
