One thing that helped on some affected Windows servers is to set a cache age in the agent for the Oracle plugin (we use the agent bakery). Timeouts had already been set for each plugin. 300 seconds for both values should be ok.
Unfortunately, I still have one Windows system with the issue, where I have to find a solution.
