Creating and deleting an “Alert handler rule” creates a change, but if you edit an “Alert handler rule” no change is created.

Should be ok. Change is shown in ~/var/log/alerts.log on execution.
Audit log has also a change entry.

Change with needed activation is only created if the first alert handler is created or the last is deleted.
(starts/stops the daemon)
