It depends on the amount of hosts/services that you will monitor and custom plugins.
I would say that you will be able to monitor dozens of hosts with agent and/or snmp configured. If you go for Databases or Application monitoring you will need more cpu and ram.
If you can create a test site and test in order to understand what will fulfill your needs.
