Add secondary email to notifications?

Where is the setting for the Contact Selection options?
(in section 4.3)

I’d like to add our team contacts and our notification email for hitting SMS/App Push, but I can’t find this section anywhere in a notification rule.

are the team contacts in a contact group and the group assigned to the hosts/services?
And then you can use this Notifications - via Email, SMS, ticket system and more

This is actually mentioned in passing in the documentation here. This is the first time I have seen this, I have never stumbled over this feature before.
