All Active Checks showing up as disabled after services discovery

I have created several rules under Check_HTTP ruleset. they are all being assigned to proper hosts according to defined conditioned when I am adding a host and doing a service discovery for that host.

Active Checks are enabled on these hosts but all of active checks including Check_HTTP are being listed under Disabled Active Checks with no option to make them enabled or add them to monitored service list.

Any help is appreciated.

It looks like a disabled services rule. If this is defined for the active checks then you cannot active it inside the service selection.
Please have a look at the disabled services rules.
It is also possible that you need to look the command line if there is a manual file with such a rule. → ~/etc/check_mk/conf.d/

Thanks Andreas, I ended up re-deploying server and doing everything from scratch!
