the debug output shows the webserver response: 403.

You’ll have to analyse what happens when you call the website in your browser (eg by tracing in wireshark). When you know what happens you should have a clue how to configure your active http check…

Some web sites don't have an index file in the root dir and don't allow
directory listings. If a browser pointed at the root dir is ending up
somewhere else, you can either have the check go directly to the
destination or figure out how the browser is getting there. If it's
not using html (javascript or something else) the simple check
may not be able to emulate the browser well enough to test
the root directory...so you would have to give it something else
to look at...like a known page, or add a small html file that
check_mk can read.
