problems
I think it defaults to every 60 minutes. I created a rule in the
main folder to set it to 1440 (once a day).

WATO → Notifications → notification rule you are using → Restrict to nth to mth notification

I think this is the direction I want to go in. Some of my hosts might be unresponsive for 20 seconds (which does seem like a long time, and is something I need to look into), but they come back within that span of time.

It’s about ‘Maximum number of check attempts for service’.
This way it won’t even be a crit in Check_MK web gui before it fails x times (for me, x=3).

I thought you meant for long term host issues. For short term
glitches like that I use a different rule
to suppress notifications:
WATO - Configuration -> Host and Service Parameters ->
Monitoring Configuration → Delay host notifications
You can create a rule and set it to...say 15 minutes. Then the host
would have to be down for 15 minutes before
the first notification is sent. I use that one and the ‘Delay
service notifications’ rules to keep from sending
notifications for host and service glitches. They still show up on
the screen, but it gives the guys watching the screen
time to verify or fix the problem before email is sent. I’ve got
different rules in different folders. Some users want
a notification after 5 minutes, others want to wait 30 minutes
before being notified…

This worked! I set the delay for 5 minutes, and downed a test host for 3 minutes. No alerts were sent. Perfect!
