check_icmp requires to be executed by root or a user who is setuid

Do this:
1. Change permissions
**chmod u+s /usr/lib/nagios/plugins/check_icmp**
2. Make change permanent to survive an upgrade
** dpkg-statoverride --add root root 4755
/usr/lib/nagios/plugins/check_icmp
** This works with Ubuntu I guess it should work with other distros
