The raw edition is open source and can be used free of charge for any purpose.
I would not recommend to use the raw edition in a distributed setup with different customers.
By default every checkmk config of every site (folder) is copied to all checkmk servers, so you are potentially exposing client hostnames, ip addresses and passwords of all sites if someone gets access to one of the checkmk servers.
I would recommend the MSP Edition for that use case.

The Checkmk Raw Edition is licensed under GPLv2. The details of the license can be found here: GNU General Public License v2.0 - GNU Project - Free Software Foundation
but the tl;dr is: Yes, from a legal perspective, you can use the Checkmk Raw Edition to offer a paid service, as @r.sander said.
As @aeckstein mentioned, from a commercial / technical perspective, you may want to consider the Checkmk MSP Edition.
