Is there a way I can email the host and services dashboard on a time schedule to a specific user/user group?

if you have Checkmk Enterprise (or MSP/Cloud) you can e-mail reports on a schedule. Reports

Mailing a dashboard is something you would - if you really need it - have to built yourself with downloading the html, somehow packing it into an e-mail and trying to include enough files so that it sort of looks like it does in the browser… I think reports are the easier/more configurable solution.
