This chapter is about Structuring with folders.
Folders in filters and the “Treeview Plugin” are not displayed if they are empty.
That’s why you can’t filter views by these folders.
This note cannot be found in the documentation.

I suppose you are referring to: Host structuring
Not each and every detail in Checkmk is mentioned in the User Guide.
I cannot agree that the described behaviour is confusing.
For me, it is a useful reduction of complexity to not provide a folder for a filter if the folder is empty - but, of course, this is a matter of perspective.

You’re right, but if, like me, you create the structure and views first (and sort the hosts into folders later) you can’t assign folder-based filters to the views because the folders aren’t listed.
This means you have to create at least a host in each folder you like to filter for to create a view.
