I seem to not be able to change the global settings for users idle timeout. It is missing in global settings or, users > authentication menu or the login form. It seems I can only override it per user which is a pain as I have many users on the system.

On a 2.2 instance I have, there are such settings in “Setup → Global Settings”
where you can set an “individual” idle timeout:
Should exist in 2.4, too.
