How can I get Host and Service Down and Up time Report on monthly basis

If you use the Checkmk Enterprise Edition, you can use the Reporting feature for that. Create a new report, insert the desired views, adjust the filter and time frame, and schedule to sent out the report as DF document every month. See the Reporting documentation for details.

With the Raw Edition, neither PDF nor Reporting is available. You but you can create the desired views, download them over the Web API by a cron job in CSV or JSON format, and send them out as an attachment.
