I have reached free limits of checkmk. Now i want reduce number of services but i cant because activate changes … see screenshot>

Try to run cmk -R as site user after removing services.
@matol1 what is the output of the cmk -R command run as site user? As @r.sander suggested, this should update the configuration of the CMC and let it start again.
This is a single site and not a distributed setup, right?

Yes it is single site.
as far as I can see you are still at 821 services which is over the allowed number of 750 for the free version. You need to remove more services to get the server running again.
