Does anyone know how many users can be created locally via web server? And what concurrence of the same user and different users can be connected to the tool via the web interfce?

There is no hard limit on the number of accounts you can provision or the number of concurrent sessions.
You can limit an account to only have one session at a time for security reasons.
Everything else depends on the ressources of your monitoring server and how it can handle the webserver load.
