Your first setting from where does it came?
The notification time setting on a host should have the name “Notification period for hosts”.
User settings are not relevant for sent notifications. Only if it is a e-mail
This is not a setting what is in the default system. Some of your colleagues created this host tag and you can select there a setting. But then you need to create rules that are referencing this host tag.
Or better said a rule must exist that is using this tag.
Like the notification rules from your post. But there i see no host tag matching.
In WATO → Notifications you can analyse the most recent notifications to see which notification rule matched for them. This can help to find out why a notification has or hasn’t been sent.
