One notification from multiple connected services

I have CEE 2.4.0p10. I’d like to ask if it’s possible to send notifications only when a number of conditions are met.

Meaning, service A from host B is down, and service C from host D is down.
Only then is the notification sent.

Currently, I see that this is not possible in a simple way, and the only workaround is to send notifications through Business Intelligence.

That’s not quite what I need.
I’m thinking more about systems in a cluster, for example. The unavailability of just one service on node A doesn’t cause a crash.
