Oracle: ORA-12528: TNS:listener: all appropriate instances are blocking new connections

DBNAME|FAILURE|ERROR: ORA-12528: TNS:listener: all appropriate instances are blocking new connections SP2-0751: Unable to connect to Oracle. Exiting SQL*Plus

We use version 1.6.* for agent and server Check_MK,
All worked normally.

After patching Oracle Cloud DB (27 August 2020) a lot of checks related to monitoring PDB (Tablespace, Job, RMAN Backup) change status to stale (Vanished services).

But other checks for Oracle working (Logswitches, Long Active Sessions, Performance, Processes etc.)

I tried to update the Check_MK agent to version 1.6.0p12, but the result same - unavailable services.

I found the current error on the Oracle site, but doesn’t know where need change the configuration?
