Problem updating CheckMK OMD distributed site - agent-receiver cannot be stopped

**Error message:Starting omd update results in error: Please completely stop ‘site’ before updating it.

Hello,
we encounter problems updating omd to checkmk-enterprise version 2.1.0.p14. omd stop site is not stopping all services. Agent-receiver service cannot be stopped. Turn off agent-receiver in omd config didn’t help. Also reboot with autostart off did not stop agent-receiver. Starting omd update results in error: Please completely stop ‘site’ before updating it.

Can you please advise on further steps, to solve this issue.
