Problem with access to central site by customer

version 2.0.0p29 (CME)

I have a problem with setting the user’s login to the central site on the managed version. It has Customer XXX set, central site has Provider set. When I try to login to central site I get message Invalid credential. I’ve tried setting him Global as Customer and giving him sites restrictions, but he can still login to all sites not just the ones listed. Changing the same only to Provider to site and user and setting restrictions to sites is still the problem that he can log in not where I allow him. Is there any way to fix this set up? The client has several sites at his place and this makes the work of administrators difficult.
