Use the testmode to check the configuration:
export MK_CONFDIR=/etc/check_mk
/var/lib/check_mk_agent/plugins/mk_oracle -t
The test does a connection test and prints the connection details.
It looks like an issue with wrong listener port or your listener ignores localhost.
