I don’t think this is entirely possible, at least not the way I’m requesting it. I know you can reclassify individual outages for individual services as downtime, but I want to be able to do it at the BI level.
We use BI Aggregation Availability Reporting for management reporting. Sometimes, an outage can be explained: someone forgot to put a service into downtime, it was a false positive, etc. The availability of a BI may be affected by any number of one or more underlying services… so finding each one and reclassifying it is too time consuming.
