Are you using the fully qualified hostname? Required for SSL.
Why do you create a certificate on the Windows server? The DC should already provide a certificate.
You need to pay attention to the fact @cjcox already said, the correct name of your DC.

As I don’t have much experience with the tool, is the fqdn name to be used in the LDAP Server field?
When I installed the ADCS role Windows creates a certificate in which I put the same hostname as the domain server.

I changed IP to AD FQDN and it worked 100% queries.
