To upgrade checkmk RAW 1.6 to 2.2 or 2.3

Hi Team, we are planning to upgrade checkmk RAW 1.6 to 2.2 or 2.3. is it ok to clone the VM of 1.6 and upgrade to 2.0 >2.1 >2.2 or 2.3
or
Create a clean new environment with RH linux 8 or 9 and migrate rules and hosts (semi-manually. It is bit manual work, but an upgrade over so many versions might end up being application functionality issues? Since its a major upgrade from 1.6 to 2.2 or 2.3
Please suggest.

Upgrade to 2.2 (assuming you are on Linux 7 etc) and then backup/restore to 2.2 on a new Linux 8/9 host. Once everything bedded in upgrade to 2.3 on the new host.

There is a way to do the backup restore over the network directly which helps reduce the downtime.
