Could you please check who is claiming port 6556?
ss -tulpn | grep 6556
This should be cmk-agent-ctl in daemon mode. If it is xinetd remove the Xinetd config file for the Checkmk agent and just reinstall the agent package. If it is systemd please give us the output of
systemctl --version
