Unable to deactivate notifications on changing into flapping state or returning from flapping state

**CMK version:raw 2.3.0p2
**OS version:Ubuntu 22.04LTS

I am successfully monitoring my home environment since 2 years. Everything works like a charm. However, i have not succeeded in deactivating notifications for events when chnaging into or from flapping state.
I setup only one notification rule as shown in the enclosed screenshot.
