How to submit a bug report without generating a billable support case?

Good day,

I have confirmed a bug that was reported in New AVTech Room Alert 3s Plugin No Services Discovered

However, I cannot open a support case because we will be charged if I do so. How else can this validated bug be reported so developers can adjust the detection logic for this new plugin?
